Valtori to undergo reorganisation starting 1 April 2025 – aiming for a uniform and productive ICT system

The co-operation negotiations launched at Valtori in November 2024 came to a conclusion on 15 January 2025. The negotiations enabled the reorganisation of operations and production at Valtori.
The new Valtori organisation will enter into force on 1 April 2025. Valtori will become a more uniform, productive and cost-effective information management group promoting Finland’s ICT interests.
Starting 1 April 2025, the new organisation will include four new profit areas: Infrastructure Services, End-User Services, ICT Support Services, and Customer Relations and Service Portfolio. Valtori’s HR services, communications, finances, administration and strategy process will be arranged into units under the CEO’s general staff. The Valtori management team consists of the directors-general of profit areas and the heads of units of the CEO’s staff units, and the composition of the team will remain unchanged.
New profit areas as of 1 April 2025
The new profit areas are responsible for their assigned tasks and services throughout Valtori. All supervisors manage their respective functions in accordance with common management principles, performance agreement objectives and service agreements.
The Infrastructure Services profit area is responsible for technology platform services, telecommunications services, customer-specific solutions and identity and access management services. The profit area is headed by Director General Sakari Marttila, and it consists of four units: Technology Platform Services, Telecommunications Services, Customer-Specific Solutions and Identity and Access Management Services.
The End-User Services profit area is responsible for terminal device services, mobile and communications technology services, customer support, and regional services. The profit area is headed by Director General Matti Nurmi, and it consists of three units: Terminal Device Services, Mobile and Communications Technology Services, and Customer Support and Regional Services.
The ICT Support Services profit area is responsible for all Valtori IT processes and operating models as well as security and project services. The profit area is headed by Director General Hannu Naumanen, and it consists of three units: Security, Operating Models and Projects.
The Customer Relations and Service Portfolio profit area is responsible for customer relationship management, the customer cooperation model and the management and development of Valtori's service portfolio. The profit area is headed by Director General Jari Virtanen, and it consists of four units: Customer Relations 1–3 and Service Portfolio.
CEO staff units
The HR Services unit is responsible for HR strategy and administration, occupational safety and health, competence management, work environment and assistant services, and security clearances. The unit is headed by HR Director Aino Heikkinen.
The Communications unit is responsible for the overall management of Valtori’s internal and external communications, communication channels and platforms, coordination of sustainability work, and stakeholder communications. The unit is headed by Communications Director Maija Ilvonen.
The Finances and Reporting unit is responsible for pricing, internal and external accounting, financial services and invoicing as well as reporting and data platforms. The unit is headed by Director of Finance Hanna Kuikka.
The Administration and Legal Affairs unit is responsible for general administration, legal affairs and compliance verification services. The unit is headed by Director of Administration Kimmo Suopajärvi.
The Strategy Process unit is responsible for Valtori’s strategy process, architecture management and the development of architecture operating models. The unit is headed by Director of Strategy Jani Nissinen.
New organisation improves interoperability and capacity for change
With the reformed organisation, we aim to sharpen and harmonise our service portfolio while improving our interoperability and capacity for change. We maintain our uncompromising approach to the security and reliability of Valtori’s services and the lawfulness of our operations.
Reorganisation and establishing new practices take time, even though this process has been planned and prepared carefully in advance. Contact persons for our customers and other stakeholders may change. Still, we will ensure that all our work continues without disruption during the change process, and we will inform our stakeholders separately of any changes that will affect them.
